Optimization of Cash Waqf Management in Indonesia: An Analysis of the Gap between Potential and Realization

This study aims to analyze the potential of cash waqf and the role of regulation in the development of cash waqf management in Indonesia, by highlighting the significant gap between its potential and actual realization. This study employs a qualitative approach using conceptual analysis and a literature review of regulations, implementation practices, and the dynamics of cash waqf development. The findings of this study indicate that although Indonesia has a very large potential for cash waqf, its realization remains low due to the limited institutional capacity of nazhir and low public literacy. In addition, existing regulations tend to be administrative in nature and have not fully encouraged the optimization of productive cash waqf management. Therefore, strengthening regulations oriented toward improving management, enhancing institutional capacity, and integrating with Islamic financial innovation is necessary so that cash waqf becomes more widely recognized and can develop optimally, contributing significantly to economic development and social welfare.
